No idea, have you checked your CV is up to the standards, meaning Western Standards, i.e. one page, no mention of your age, nationality, religion, marital status, etc. The most serious and respected recruiter and companies in the UAE are beginning to follow this rules from Western designed to avoid any possible discrimination. If you mention your nationality, the recruiters and employers (whether they accept it or not) will have the chance to reject even calling you, by knowing your nationality. Unfortunately, most companies in the UAE are still ignorant and have not yet fully understood the value and importance of diversification. They still have to learn that diversification is power, and power is money!
